Biographies of Key Administration Staff

Timothy Dunst
President and Chief Executive Officer

Timothy Dunst has led Touchstone Behavioral Health since 1983. His vision for the organization is to be the premier provider of positive outcome behavioral health services to youth and their families in the Southwest. Partnering with families and providing evidence-based programs with proven outcomes will accomplish this goal.

Mr. Dunst has been an active member in the adolescent behavioral health community throughout his career. He has served on advisory councils, including the Governor’s Juvenile Justice Advisory Committee, the Joint Legislative Children and Families Re-organization Committee, the Advisory Committee for the Governor’s Office on Children, the Children’s Mental Health Task Force and the Maricopa County Clinical Advisory Committee.

Mr. Dunst received both his Bachelor of Science in Sociology in 1972 and Masters in Social Work in 1974 from Arizona State University in Tempe, Arizona. He has held the position of Chief Executive Officer for Touchstone Behavioral Health for the past 20 years. He began his career as a psychiatric technician at the Arizona State Hospital in 1964.


Steve Ginsberg,
Chief Operating Officer

Steve Ginsberg is a native of the Bronx, New York and has lived in Phoenix since 1977. He received his Bachelor of Arts Degree in Sociology/Psychology from City College of New York in 1977, a Masters in Counseling from Arizona State University in 1980, and is a Certified Professional Counselor.

He oversees the daily operations and administration of Touchstone Behavioral Health and the Blueprints evidence-based programs (Functional Family Therapy, Treatment Homes, Multisystemic Therapy and Bullying Prevention Program).

Prior to joining Touchstone Behavioral Health in 1996, Mr. Ginsberg was with St Luke’s Behavioral Health Center in Phoenix from 1977-1995; President, AYC Day Hospitals, 1985–1995; Corporate Director of Partial Hospital Services, Century Healthcare Corporation, Inc., 1989–1992.


Linda Warne
Human Resources Director

Linda Warne is the Human Resources Director for the agency. She is responsible for the development and implementation of HR policies that keep Touchstone a leading employer in the behavioral healthcare field.

Linda handles a wide range of employment matters from recruitment and selection to orientation. She oversees the department’s handling of benefits administration, compensation, employee relations, and training and development.

Linda began her career in human resources at Baptist Hospital and Health Systems in 1982. She worked for the City of Glendale from 1985 to 1999 as a manager in compensation and in employee relations. She joined Touchstone in 2002 and was promoted to Human Resources Director in 2004.

She received her B.S. Degree in Personnel Management from Arizona State University and is pursuing her masters with Northern Arizona University.


Frank Saverino
Clinical Services Director

Touchstone Behavioral Health provides outpatient services to youth and their families through a variety of complimentary programs. The outpatient services staff includes psychiatrists, masters level counselors and certified professionals. Intensive outpatient services are provided at three office locations, but more than 40% of therapists’ time is spent with clients in their home environment. Under the direction of Frank Saverino, the professional staff delivers high quality, outcome driven outpatient treatment services on a high demand basis. Frank oversees the daily operations of outpatient services, including intensive partial care, weekend respite, case management, family support partners and intake.

Prior to joining Touchstone Behavioral Health, he was the Director of Outpatient Programs at St. Luke’s Behavioral Health Center in Phoenix from 1995 until 2002. He started with St Luke’s as a therapist in 1992 and began his career in 1987 at United Community Hospital in Grove City, Pennsylvania.

He received both his Bachelors Degree in Sociology in 1986 and Masters Degree in Counseling Education in 1989 from Slippery Rock University in Pennsylvania. He is a Certified Professional Counselor and a Certified Substance Abuse Counselor.
