IN THE NEWS

Timothy Dunst quoted in Arizona Capitol Times

In the January 9 State of the State issue of the Arizona Capitol Times, on page 24, are comments by Timothy Dunst regarding the focus of behavioral health agencies on the current legislative session. Following is an excerpt:

Timothy Dunst, CEO of Touchstone Behavioral Health, says the focus on all behavioral health agencies will be funding. “Everything ties back to adequate funding,” he says, predicting that Child Protective Services will continue to be an issue in terms of funding requirements and separation of its two primary functions, investigation and treatment.

“Investigation of child abuse allegations should be a criminal matter and handled by law enforcement,” Mr. Dunst says. “Treatment and case management services should be privatized. Family Builders should be re-funded because it provides treatment to families who have a chance of reuniting. Children who have bonded want to return to their family even if there has been abuse. Family Builders is an appropriate model for this intervention.”

Leadership changes at several key agencies will have an impact on behavioral health issues, Mr. Dunst says, citing DES, the Department of Juvenile Corrections, and a new juvenile justice services director at the Administrative Office of the Court.

“Proposals for a three-year service provider contract are currently under review for the Regional Behavioral Health Authority for Maricopa County,” he says. “This means changes in all of the key systems involved in delivering behavioral health services. New leadership and new structures require significant adjustments in operations for private providers.”

His organization will oppose bills that limit behavioral health treatment to children and families. “Lately there have been bills proposed that limit the ability of psychiatrists to prescribe psychotropic medication [antidepressants like Paxil, Zoloft, Effexor, Celexa, Lexapro and Luvox],” Mr. Dunst says. “Although medication is usually not the first treatment of choice at Touchstone Behavioral Health, it is effective with very ill children. We will oppose bills limiting the ability of providers to give appropriate treatment.

“Within funding bills, policy decisions are made. Last year we were very concerned about eliminating funding for intensive probation services. The result would have in fact increased costs because children who do not receive this service are more likely to end up in more expensive community treatment.”
